CA DENTAL BOARD REPORT NOVEMBER 2023
Executive Director’s Report
Meeting of the Dental Board of California
November 8-9, 2023

The Dental Board of California met in Sacramento, CA, November 8-9, 2023. The following report summarizes actions and issues coming before the Board pertinent to pediatric oral health and practice delivery.

RESUMPTION OF DENTAL BOARD OF CALIFORNIA NEWSLETTER
In May, the Board resumed, after a two-decade hiatus, production of a semi-annual newsletter containing licensing, regulatory, disciplinary, and related information governing the practice of dentistry within the state. Titled Board Matters, it may be accessed for viewing or download by a link on the Board’s website at www.dbc.ca.gov.

Comment: The November 2023 issue contains information on 2023 legislation, recent streamlined licensing procedures, an explanation of the Board’s complaint, investigation, and disciplinary action process, best practice recommendations from the Enforcement Division, and a depiction of the Board’s Diversion Program for licensees dealing with alcohol or drug addiction or abuse.

2023 BOARD-RELATED LEGISLATION

During the 2023 legislative year, the Dental Board tracked 28 bills potentially impacting the delivery of dental services, dental licensees, and healing arts boards in general. Of these, 14 become law January 1. Summary of the chaptered legislation is compiled into a report titled Legislative Summary for 2023 Legislative Session and posted on the Board’s website.

Comment: In the realm of access to care for underserved populations, notable is the passage and signing of AB 986 (Wood) which authorizes dental school students who have started clinical training to practice dentistry at free health care events without being licensed. It further specifies that a designated supervising faculty member will be responsible for assessing the patient treated by the student and determining if the assigned student has the skill level necessary to provide that patient care.
